Mark C. Franco, ICE-CCP, assists associations, nonprofit organizations and small businesses on corporate legal matters including formation, tax, contracts, compliance, employment, fundraising, intellectual property, privacy, data security and governance. He also provides counsel to professional credentialing programs on matters such as cheating, discipline, accommodations, copyright registration, eligibility, score validation and accreditation, and is a contributing author to “Certification: The I.C.E. Handbook.” Franco has over 17 years of experience working with nonprofit and credentialing organizations. He received his Bachelor of Science in business administration from Georgetown University McDonough School of Business and his Juris Doctorate from the George Mason University Antonin Scalia Law School.

Todd Galati, M.A., is the senior director of credentialing and practice advancement for the American Council on Exercise (ACE). In this role he leads the credentialing, exam registration and professional education departments, overseeing certification, recertification and approval of continuing education. Strategic initiatives Galati has led include creating and updating certification and assessment-based certificate programs, developing and launching innovative items (e.g., video-based questions, written simulations, focused testlets), transitioning certification programs to virtual item development, IRT equating, and new test delivery methods (e.g., CBT, LRP), earning three consecutive National Commission for Certifying Agency (NCCA) accreditations for ACE certifications and securing NCCA approvals to grant reciprocal ACE certifications to certificants from a sunsetting program and to offer live remote proctored (LRP) exams. Galati is a former NCCA commissioner and member of the NCCA Standards Revision Main Committee, and currently serves on the I.C.E. Government Affairs Committee and two Committees on Accreditation with the Commission on Accreditation of Allied Health Education Programs (CAAHEP).

JoAnne Konick-McMahan,MSN, RN, PCCN-K, has worked as an acute and critical care nurse in a variety of settings including home care, community care, progressive care and critical care. She loves teaching in the clinical setting and especially enjoys working with health care teams with diverse cultural backgrounds. Konick-McMahon currently works for the American Association of Critical Care Nurses (AACN) where she helps volunteers write certification exams that reflect current practice. She also volunteers as a home care nurse for the UPMC Community Health Network and as a medical clinic nurse in a local shelter. She loves to garden, walk the dog, read, travel and meet new people.

Tracy Lofty, MSA, CAE, is the chief executive officer of the International Board of Heart Rhythm Examiners in Washington, DC. She previously served as executive director for the Commission on Nurse Certification and as director of postdoctoral residency training standards and evaluation for the American College of Osteopathic Surgeons. Lofty currently serves as chair of the I.C.E. Diversity, Equity and Inclusion Task Force and is a past member of the I.C.E. Board of Directors.
